PROBLEM TO BE SOLVED: To provide a unit and a method for assigning an optimum code amount to each frame on the basis of an image complexity index of each frame being a component of a video sequence. SOLUTION: A code amount is assigned to each frame in the unit of an image group so that a buffer occupancy rate of the image group having a prescribed number of image frames included in a video signal is kept within a range between an upper limit and a lower limit of the preset buffer occupancy rate (1st step). Then the code amount is assigned to the first frame so that the buffer occupancy rate of the first frame in the image group does not exceed the upper limit of the preset buffer occupancy rate (2nd step). Furthermore, an image group code amount assignment means and a 1st frame code amount assignment means assign the code amount to other frames than the first frame in the image group on the basis of the assigned code amount (3rd step). |
