PROBLEM TO BE SOLVED: To provide a polarizing film and a polarizing plate having excellent polarizing performance and more excellent moisture resistance, heat resistance and optical characteristics than a conventional film or plate. SOLUTION: In the polarizing film, at least one kind selected from iodine and dichroic dyes is incorporated into a thermoplastic norbornene resin. The polarizing plate has the aforementioned polarizing film.
