PROBLEM TO BE SOLVED: To provide a toner regulating blade which can be easily manufactured at low cost and realize stable abutting pressure, and also is easily aligned with an attaching member. SOLUTION: This toner regulating blade used in an image forming device utilizing an electrostatic transfer process has two-layer structure equipped with an elastic body layer all over one surface of a supporting body layer formed of high stiffness resin. The toner regulating blade is manufactured by the manufacturing method having a laminating stage where elastic body layer forming raw material is laminated on either surface of the supporting body layer in a fluid state, forming the elastic body layer and producing toner regulating blade fabric and a cutting stage where the toner regulating blade fabric is cut to obtain the toner regulating blade.
