PROBLEM TO BE SOLVED: To provide a technology that converts a video signal of a progressive scanning system into a video signal of an interlace system whose infrastructure has already been well arranged and transmits the converted video signal while utilizing the substantial property of high image quality of the progressive scanning system. SOLUTION: The luminance component that is lost when the luminance signal of the 480p system is converted into the luminance signal of the 480i system, that is, a vertical high frequency component, is extracted and converted into the luminance signal of the 480i system. The color difference signals CB, CR of the 480p system are converted into signals of the 480i system. The horizontal high frequency components in the color difference signals CB, CR converted into the 480i system are extracted. The vertical high frequency component of the luminance signal of the 480p system is multiplexed on the part of the color difference signals CB, CR of the 480i system from which the horizontal high frequency components are extracted.
