PROBLEM TO BE SOLVED: To remove a pavement on a manhole opening by use of a simple device without using a cutter such as hole saw or the like and not generating noise. SOLUTION: The manhole opening 13 is blocked with a temporary lid 3, and a pavement 4 is constructed including the upper part thereof in a general manner. The asphalt pavement on a manhole 1 is non-frame heated with a far infrared heater 51 and molten, and the asphalt pavement 4 is divided into a binder and aggregate and removed to expose the manhole upper part. A manhole lid receiving frame 10 is set according to the gradient of the road surface, and a pavement material is filled around the manhole receiving frame 10 and rolled.
