PROBLEM TO BE SOLVED: To solve the problem that the degrees of use of home electrical products, consumer electrical products, and other electrical products which operate with the commercial electric power or the electric power of a battery cannot be decided from only their outward appearances since their operation times and repair records can not be known although the makers are obligated by the recycle law to recycle articles disposed of so far and reuse components. SOLUTION: The cumulative operation time can be known by building a read-only storage element 2 for history recording in an electrical product and integrating and recording the operation time to give a rational quality guarantee corresponding to the use frequency. An electronical product and its components can be selected by accurately and rationally deciding the product and components can be reused on condition that the operation time and repair record are known, and the value of the second-hand article can accurately be evaluated according to its use degree, so the current state wherein an electrical product which is still usable is judged from its elapsed time and disposed of is improved to establish a reliable second-hand market, thereby the effective use of the second-hand article is accelerated. |
