PROBLEM TO BE SOLVED: To provide a plane electric heating unit that is made thin in total thickness and is not vitiated in mechanical strength, and enabled to suppress leakage current, and that has excellent sound insulating characteristics when used as a flooring material and is superior in thermal diffusion to the adjoining panels. SOLUTION: The plane heating unit comprises a laminate of plane electric heating elements on a metal base body through an insulating layer made of a resin seat having gaps.
