PROBLEM TO BE SOLVED: To reduce parts cost and to provide an inexpensive product. SOLUTION: A sleeve 2 is connected with an outer peripheral side of a hub 1 mounted on a rotary shaft so as to be circumferentially and relatively displaceable via damper rubber 3. A circular mass 4 is fixedly fitted and mounted on an outer periphery of the sleeve 2. A pulley 5 made of low friction synthetic resin is supported so as to be circumferentially slidable on an outer periphery of the circular mass 4. The sleeve 2 and the pulley 5 are connected so as to be circumferentially and relatively displaceable via a coupling part 6.
