PROBLEM TO BE SOLVED: To provide a transfer-carrying belt by which a defect such as a void is eliminated by crushing the protrusion of a belt surface, whose measure accuracy is excellent and by which meandering is eliminated and a manufacturing method and a manufacturing device to mold the transfer-carrying belt in a short time. SOLUTION: A belt raw material manufactured by cutting into round slices by a specified width after extruding a thermoplastic resin into a tube-like shape is laid between a driving roll 2 and a driven roll 3 provided in parallel, and is heated so as to be at specified temperature while being rotated, and a stretcher roll which is provided in parallel with it and around which rubber lining is provided at an outer periphery of the driving roll is pressed to the outer periphery of the driving roll 2, so that the protrusion formed on the surface of the belt raw material is crushed.
