PROBLEM TO BE SOLVED: To automatically and continuously confirm the safety of a habitant in his/her residence. SOLUTION: The actual energy consumption of life energy in the residence is measured by a momentary energy consumption measuring part 42 and a consumed event extraction part 52a. An extraordinary event detection part 52b compares this with a reference energy consumption stored in a storage part 44 in advance to detect the extraordinary event of the habitant. The part 52b generates an extraordinary event detection signal and it is transmitted to a central monitoring device from an interface part 54.
