PROBLEM TO BE SOLVED: To provide the waterproof construction method of a tunnel, by which profitability is improved, drooping in the case of spraying and a fog state are not generated, an organic volatile component is made smaller than urethane or the like, a bad odor is not generated, workability and waterproofness in the tunnel are enhanced and a crack is not generated in secondary lining cement concrete. SOLUTION: In the tunnel waterproof construction method, primary spraying cement concrete is executed on a tunnel excavating surface, a cold vulcanizing type rubber emulsion is sprayed against a primary spraying cement concrete surface, a cold vulcanizing rubber film is formed and secondary lining cement concrete is placed on the surface of the rubber film. The tunnel excavating surface may also be formed in an uneven surface by primary spraying cement concrete, and a buffer and water conveyance layer may also be formed on the primary spraying cement concrete surface.
