PROBLEM TO BE SOLVED: To improve the fuel consumption of an engine, and to improve the environment such as the inside of a car. SOLUTION: An activation sheet 1 for eliminating the plus ion in the fluid such as the air and the water so as to ionize the fluid with the minus ion is fitted to an air supply tube 8 of an engine, a drinking water supply tube, and an air flow-in/out port of an air conditioner and an air cleaner for improvement of the fuel consumption and for activation of the drinking water.
