PROBLEM TO BE SOLVED: To solve a problem of a conventional video signal reproducing method that has allowed a viewer to more easily perceive a block noise in comparison with a usual 1X reproduction in the case of special reproduction such as slow reproduction and still picture reproduction. SOLUTION: When detecting a revised reproduction state, a reproduction control section 101 instructs a read section 102 and a filter section 108 to conduct processing suitable for the detected reproduction state. The read section 102 reads a coded video signal on a recording medium 103 according to the instruction of the reproduction control section 101 and a decoding section decodes a video signal outputted from the read section 102. The filter section 108 applies filter processing to a reproduced video image decoded by the decoding section 10 with a filter characteristics in response to the reproduction state of the video signal according to the instruction of the reproduction control section 101.
