SOLUTION: From picture data 105 inputted by a picture input part 101, a partial area detecting means 102 performs matching by using plural templates, a vehicle position calculating means 103 integrates its results to calculate the position of the vehicles and a vehicle state estimating means 104 improves the precision of tracking the vehicle by using a Kalman filter.
