PROBLEM TO BE SOLVED: To enhance efficiency of debug evaluation. SOLUTION: An evaluation item table in which presence/absence of reference relation is set among the respective evaluation items respectively by whether or not the same evaluation process is included is preliminarily stored in an evaluation item table storage part 303, a failure information deciding means 301 reads item numbers of the evaluation items with the reference relation from the evaluation item table by every evaluation item, decides whether or not evaluation is required by checking whether or not the item numbers of the evaluation items with the reference relation are stored in a failure information storage part 302 as failure information, when the evaluation is required, an executing means 201 makes an evaluation object program executing means execute the evaluation object program, a deciding means 203 performs comparison and decision and the item numbers of the evaluation items decided as failure in the comparison and decision are stored in the failure information storage part 302 as the failure information.
