PROBLEM TO BE SOLVED: To reduce faulty cleaning of a donor roller and the irregular coating of oil in a fixing device. SOLUTION: This fixing device is provided with a fixing belt 20, a pressure roller 23 carrying paper 17 while press-contacting with the belt 20 and holding the paper 17 between the belt 20 and the roller 23, a halogen heater lamp 28 heating the belt 20 to specified temperature, the donor roller 24 supplying oil from an oil supply roller 25 to the belt 20 and also cleaning the belt 20, and a cleaning roller 26 abutting on the roller 24 and cleaning the surface of the roller 24. The surface layer of the roller 24 consists of silicone rubber, which is set to relation 0<X/t<=10 assuming that the rubber hardness JIS A (hardness number) of the silicone rubber is X and the thickness (mm) of the silicone rubber is (t).
