PROBLEM TO BE SOLVED: To reduce the starting-up time of a hydrogen generating device by utilizing a supplied inflammable gas as effectively as possible and preventing the deterioration of a reforming catalyst due to the high temperature at the time of starting-up and the degradation of the properties due to the low temperature in the hydrogen generating device having a reforming part and a modifying part and formed so as to supply a product gas sent from a purifying part to a gas burner at the time of starting-up. SOLUTION: After flame is formed with a burner by using fuel and the product gas sent from a hydrogen generating device by supplying raw material thereto, the feed rate of the fuel is reduced and stopped, and after that, the feed rates of the raw material and air are increased. When the temperature of the reforming catalyst is higher than a prescribed value, the feed rate of air or water is increased, and when the temperature is lower, the feed rate of air or water is reduced. |
