PROBLEM TO BE SOLVED: To provide an anchor coat agent having antistatic properties. SOLUTION: The damage caused by static electricity is prevented while keeping the adhesion at the laminating time by carrying out the lamination treatment by using an anchor coat agent containing a reaction product of an organic compound having a quaternary ammonium salt, represented by formula (1) (wherein, m is an integer of 1-16) with a primary amine and/or a secondary amine, an organic titanium compound such as a titanium acylate, an alkyl titanate or a titanium chelate, and a polyethyleneimine. As a result, the anchor coat treatment and the antistatic treatment can be carried out by a single treatment, and the charging phenomenon caused by friction, pealing or the like can be suppressed. Further, the attachment of dust caused by the charging can be prevented, and the static electricity generated in the processing step is suppressed. Furthermore, the antistatic properties can be imparted without deteriorating the strength of the laminate.
