PROBLEM TO BE SOLVED: To provide an excellent tubular hollow rack shaft having no void therein without needing any trimming before a third step by forming a straight end face after forming a rack tooth, i.e., a straight abutted portion in forming a tube when the hollow rack shaft is press-formed out of a plate. SOLUTION: In this method of manufacturing the hollow rack shaft which manufactures the hollow rack shaft used in a steering device, etc., of a car out of a plate stock, the plate width of a stock 8 used in this manufacturing method is set to be equal to the axial length W of a tubular section for a tubular portion in the vicinity of both ends in the longitudinal direction of the rack shaft, and the plate width of the stock for a portion forming the rack tooth is set to form a smooth curve formed of the reinforcement heights Y1, Y2,... Ym,... Yn when a rectangular stock is formed without adjusting the plate width subtracted from the plate width of the tubular portion in the vicinity of both ends in the longitudinal direction of the rack shaft.
