PROBLEM TO BE SOLVED: To prevent forgery without depending on input systems in an image- forming apparatus and an image-forming system including a plurality of the input systems. SOLUTION: In processing images, an output prohibition condition is determined in a form not dependent on inputted image data and an image output device. The inputted image data is converted to image data of a state of an output object to be obtained when the inputted image data is outputted to the image output device. Images conforming to the output prohibition condition stored in an output prohibition storage means are detected for the converted image data and whether the image data can be outputted or not is judged. Alternatively, the output prohibition condition is converted to a detection parameter for the inputted image data based on output characteristics of the image output device. When the image data is to be outputted to the image output device, a specific pattern conforming to the detection parameter is detected for the inputted image data and whether or not the image data can be outputted is judged.
