PROBLEM TO BE SOLVED: To facilitate strength control and inside diametrical dimension control by welding by stabilizing the welding with a small bevel clearance between a holding part and a housing. SOLUTION: This steering device has the arc-shaped holding part 71 for holding a cylinder tube 63 and a pair of installing pieces 72 and 72 mutually opposed by being bent outward from both ends of the holding part 71, the installing pieces 72 and 72 of an installing tool 7 for installing the cylinder tube 63 on a car body are separately opposed so as to be movable in the mutually approaching direction, the inside of the holding part 71 is uniformly contacted with the cylinder tube 63 by deforming the holding part 71 pressing the installing pieces 72 and 72 so as to be sandwiched from the outside, the bevel clearance between the holding part 71 and the cylinder tube 63 is reduced, and the holding part 71 is welded to the cylinder tube 63 in a stabilized state.
