PROBLEM TO BE SOLVED: To easily and comfortably bathe by turning on automatically illumination by utilizing the gain adjustment function in the image pickup element of a low resolution such as an artificial retina when the bathroom becomes dark. SOLUTION: This bathroom controller 7 installed on a ceiling 4 is provided with an image pickup device 8 using the artificial retina and monitors the presence/absence, entry and leaving of a bather in the bathroom 1. The image pickup device 8 is provided with the mechanism of the gain adjustment so as to obtain an appropriate image. The bathroom controller 7 judges that the inside of the bathroom 1 gets dark when gain becomes large an makes a lighting fixture 13 turn on.
