PROBLEM TO BE SOLVED: To obtain an aqueous hair bleaching or dyeing agent having excellent bleaching power, capable of dyeing the color tone of the hair in a bright and excellent color, having a slight pungent odor and low irritation to the scalp. SOLUTION: This aqueous oxidation type hair bleaching or dyeing agent contains a water-phase soluble organic solvent having >=0.3 octanol-water partition coefficient (logP) at 25 deg.C and <=200 molecular weight in an amount of >=8 wt.% based on a whole composition formulated with a first agent containing an alkali agent and a second agent containing an oxidizing agent.
