PROBLEM TO BE SOLVED: To provide an in-pipe cleaning device having the constitution which is capable of cleaning the inside of a pipe by making it possible to utilize the hole of an existing structure previously formed for insertion of an air bag and simplifying equipment and enables a user to surely carry out the work to scrap the rust in the pipe with simple operation under an active pipe condition which is the state of keeping fluid passed into the pipe. SOLUTION: This device has a cylindrical member 4 which is insertable into a pipeline from a hole for member insertion previously formed in the pipeline, a scraping blade 5 which is disposed to rise and fall at the pipeline side end of the cylindrical member 4 and a control section 6 which is disposed at the end on the outer side of the pipeline of the cylindrical member 4 and is capable of setting the function to allow the scraping blade 5 rise and fall. Driving force transmission mechanisms 14 and 14' for the rise and fall action and rotational moving action of the scraping blade 5 are disposed between the control section 6 and the scraping blade 5. The control section 6 is so constituted that the scraping blade 5 is folded by setting the rising state of the scraping blade and is inserted in this state into the hole P1 for member insertion of the pipeline P and is put into the fall state within the pipe, by which the scraping blade 5 is abutted to face the inside surface of the pipeline and is rotated.
