PROBLEM TO BE SOLVED: To previously cut and remove the upper side of a stem of an unnecessary stock and ensure the subsequent grafting operation. SOLUTION: This apparatus for producing a grafting nursery plant is obtained by arranging a nursery plant transporting line 2 for scions and a nursery plant, transporting line 3 for the stocks in a parallel state when viewed from a plan, placing a tray 5 comprising the respective nursery plants of the scions and stocks stood in a state of transverse rows so that respective plural nursery plants of the scions and stocks intersect the nursery plant transporting direction and arranging a holding and transferring mechanism 7 for holding the stem parts of the respective nursery plants and a cutting mechanism 8 for cutting the stem parts of the respective nursery plants in a position at the same level so as to be respectively transversely movable parallel to the respective nursery plants in the state of the transverse rows in a frame 6 formed so as to stride over the upper parts of the transporting line 2 for the scions and the transporting line 3 for the stocks.
