PROBLEM TO BE SOLVED: To provide a flexible polyurethane foam which has such softness and a fine-cell structure as to satisfy the recent requirements of foams used in the fields of high-precision electronic materials or make-up tools. SOLUTION: An open-cell flexible polyurethane foam with a cell size of 200μm or smaller is produced by a production method wherein a polyol, a blowing agent, and an isocyanate are mixed at an agitation speed of 4,000 rpm or higher.
