PROBLEM TO BE SOLVED: To obtain both an aqueous resin composition excellent in water, solvent, weather and fouling resistances, having elasticity and excellent in freezing and thawing adhesion and a water-based coating agent. SOLUTION: This aqueous resin composition is obtained by carrying out solution polymerization of (A) 0.5-50 wt.% of a polymerizable unsaturated monomer having a hydrolyzable silyl group with a long interval between silicon bridges, (B) 1-20 wt.% of an ion-forming group-containing polymerizable unsaturated monomer, (C) 1-40 wt.% of a polymerizable unsaturated monomer having a polydimethylsiloxane structure and (D) (the balance) of other polymerizable unsaturated monomers, adding water to the resultant resin solution and converting the obtained mixture into an emulsion.
