PROBLEM TO BE SOLVED: To provide a method for producing the high-quality objective product in good yield in the method for producing 2-cyanopiperazine by reacting a 2-halogenonitrile with ethylenediamine. SOLUTION: The raw material 2-halogenoacrylonitrile is obtained by dehydrohalogenating a dihalogenopropionitrile prepared by halogenating acrylonitrile and the content of the acrylonitrile is <=15 wt.% based on the 2- halogenoacrylonitrile in the method for producing the 2-cyanopiperazine by reacting the 2-halogenoacrylonitrile with the ethylenediamine.
