PROBLEM TO BE SOLVED: To provide an inspection and measuring apparatus and an inspection and measuring method capable of inspecting a long rail for railroad without crossing the rail or measuring on the rail so as to prevent a contact accident of an inspector and a train, reducing the required number of inspectors to the minimum, and preventing an error in measurement result even in the case of a gale. SOLUTION: This measuring apparatus is provided with a reference pile installed on the side of the railroad rail, a mark attached to the side of the railroad rail, and a measuring instrument having a laser irradiation function. In the apparatus, the laser beam is applied to the reference pile and the mark attached to the side of the railroad rail to measure and inspect the railroad rail.
