PROBLEM TO BE SOLVED: To provide a system for inspecting meters, that can reduce operating cost, without being affected by diversified general home telephone lines by using a PHS for an exclusive channel for inspecting meters, without having to use the conventional telephone line. SOLUTION: An automatic inspection center 1 generates and transmits an NRTS which is a control signal to control an NRT(no ringing trunk) and a PB signal, denoting an identification number of a network control unit(NCU). A PHS communication terminal (PAU) 4 conducts slow polarity inversion, in response to the received NRTS to transmit the received PB signal. One of the NCUs 41, 42, 43, in matching with the identification number of the PB signal, receives the signal in a no ringing way to close a channel with the PAU 4. The PAU 4 receiving an ANS signal closes a channel with the automatic inspection center. With this configuration and operations, a channel between the automatic inspection center and the NCU is closed, and automatic inspection center can check the value of the meters connected to the NCU.
