PROBLEM TO BE SOLVED: To prevent generation of bubbles from a tension member without using a special device. SOLUTION: Non-water-absorbing materials like polyarylate or fiber- reinforced plastic are used for materials of tension members. Even giving high temperature during formation of a coating for an insulating layer, a condition of generating bubbles and vaporizing moisture in the tension members can be prevented. Therefore, a pressure device or the like to prevent generation of bubbles can be eliminated.
