PROBLEM TO BE SOLVED: To reduce the period of construction for startup and safely process residual hydrogen accompanying the extension of the period of hydrogen injection operation. SOLUTION: At the startup of a nuclear power plant, hydrogen is sealed into reactor water or a gas phase part in a reactor pressure vessel 1 from a hydrogen injection line 18 through a feedwater line 11, prior to heating of nuclei. The hydrogen sealed in and oxygen previously dissolved in the reactor water are recombined to form water by radiation energy after heating of the nuclei has been started. Thus, a conventional deaeration process for reducing the concentration of oxygen in the reactor water prior to heating of nuclei by suction deaerating the reactor through a main condenser held at negative pressure can be omitted.
