PROBLEM TO BE SOLVED: To enhance heating efficiency at the time of heating while absorbing thermal radiation efficiently at the time of cooling. SOLUTION: A panel body 2 is provided with an absorber 11 for absorbing thermal radiation in an objective space and transmitting it to the panel body 2, and a reflector 12 for reflecting thermal radiation to the objective space. The reflector 12 is fixed removably such that any one of the absorber 11 or the reflector 12 faces the objective space selectively.
