PROBLEM TO BE SOLVED: To stop the downflow of a spray material in slope stabilizing construction. SOLUTION: Inclination moderating members B made of wire netting locked onto wire netting 2 at least on the lower edge side out of upper and lower edges and projected in the surface direction at the vertically intermediate part, are arranged on the wire netting 2 in the slope stabilizing construction, and the spray material C is sprayed to the wire netting so that the inclination moderating members are buried.
