PROBLEM TO BE SOLVED: To provide a plate block for pavement easy in manufacturing, capable of imparting warmth and forming the pavement matching a scene. SOLUTION: This plate block is composed of a wooden frame 2 having opened upper and lower parts and arranging a locking part 2a on an inner peripheral surface and a filling pavement material filled in the wooden frame and locked on the locking part. A backing layer locking recessed part is formed on an under surface, and a recessed part 2b for forming a housing part by compensating with the wooden frame of the adjacently laid plate block is arranged on the outer periphery of the wooden frame.
