PROBLEM TO BE SOLVED: To provide a negative electrification electrophotographic photoreceptor in which both of improvement in the electrification performance and sensitivity and decrease in the optical memory are realized in a high level, flowing of an image is decreased and the image quality is significantly improved. SOLUTION: In the electrophotographic photoreceptor having a photoconductive layer consisting of a nonsingle crystal material essentially comprising silicon atoms, an upper inhibiting layer and a surface layer successively formed on a conductive supporting body, the upper inhibiting layer contains silicon atoms, hydrogen atoms and chlorine atoms with the ratio of chlorine atoms to hydrogen atoms ranging 0.025 to 0.5.
