PROBLEM TO BE SOLVED: To provide a system for issuing a coupon boarding pass by which the pass pieces of the coupon boarding pass are prevented from being circulated secondarily and a coupon service can be provided flexibly. SOLUTION: A boarding pass issuing agency is provided with a host computer 11, each user agency is provided with a general purpose personal computer 13 and an air port is provided with a boarding pass issuing machine 15. The computer 13 displays the ID information and the coupon desiring information of each user agency to reserve a plane ticket. The computer 11 transmits plane ticket reservation information and the ID information to the machine 15 at the airport. The machine 15 reads a user's ID information from an ID recording medium 16 and collates it with the transmitted ID information to issue a boarding pass. Based on the pass issuing result information of the boarding pass, the number of the times of utilizing the coupon is counted. When an unused part exists when prescribed days elapse since the date of enacting the coupon, an unused amount billed is calculated.
