PROBLEM TO BE SOLVED: To provide a low-cost combustion device that suppresses the generation of carbon dioxide by providing a means of generating hydrogen from fossil fuel and a means of burning the generated hydrogen. SOLUTION: This device is provided with a combustion apparatus 1, a hydrogen generating device 2, a fossil fuel feeder 3, a fossil fuel storage tank 4 and fuel pipe lines 5, 6 and 7. Fossil fuel such as petroleum, natural gas, etc., is fed to the hydrogen generating device 2 from the storage tank 4 via the fuel pipe lines 7, 6 by the fossil fuel feeder 3. The hydrogen generating device 2 generates hydrogen by causing hydrocarbon to be cracked gas from the fossil fuel. As a method of generating hydrogen by the hydrogen generating device 2, a steam reforming method, a partial oxidation method, etc., are used. The hydrogen generated by the hydrogen generating device 2 is fed to the combustion apparatus 1 via the fuel pipe line 5. The combustion apparatus 1 performs combustion using the hydrogen as fuel.
