PROBLEM TO BE SOLVED: To easily form the space part of a frame into a seismic control structure. SOLUTION: A seismic control wall 12 is disposed in the space part of a frame 40 formed of beams 34 and columns 36. Rubber balls 20 and 22 are provided between the seismic control wall 12 and the frame 40, and the seismic control wall 12 is held, movably to each other, on the frame 40 in the state that corners thereof are cut out. Accordingly, if an external force such as an earthquake acts on the frame 40 and the frame is deformed, the frame 40 and the seismic control wall 12 are displaced relative to each other. Thus, the rubber balls 20 and 22 elastically deform and develop a damping force to absorb the seismic energy of the frame 40. Because this does not mean that the deformation of the frame is suppressed by the seismic control wall, the seismic control wall 12 may have such a degree of strength that the seismic control wall itself does not deform. As a result, the seismic control wall does not cause the brittle fracture which occurred often in conventional seismic control walls.
