PROBLEM TO BE SOLVED: To provide an image pickup device that can inform a supervisor about the situation of a fault in detail at the occurrence of a malfunction, while protecting the privacy of people to be monitored. SOLUTION: A photoelectric conversion element 3 converts an object image focused by an image-forming lens 2 into an electrical signal and a system controller 7 discriminates whether there is an intruder on the basis of the image signal obtained by the photoelectric conversion element 3. When absence of the intruder is discriminated, an image processing means 4 lowers the quality of the image outputted to an external device 6 via a network 5. When the presence of an intruder is discriminated, the image is outputted to the external device 6 via the network 5, without having to lower the image quality.
