PROBLEM TO BE SOLVED: To solve such problems of conventional devices as incapability of obtaining result of observation correctly reflecting a current situation and increase of the load of processing. SOLUTION: This device is provided with a target extracting circuit 2 to calculate a signal A based on image data or the like from a searching sensor 1, a gate setting circuit 5 to generate gate information based on a signal B, a gate-in judging circuit 6 to judge if the signal A is inside a gate or not based on the gate information, a data control switch A7 to control an output destination of the signal A based on above judgment, a combination reliability judging circuit 10 to judge if the combination of signals A and B is acceptable or not in accordance with the horizontal widths of both of the signals in screen based on the signals A and B, a data control switch B11 to control the flow of the signals A and B based on above determination, a new target registering circuit 8 to form information for a new target based on the signal A, and an existing target renewing circuit 9 to renew the existing target and form information for the existing target based on the signals A and B. Combination error of a target moving at a high speed in the parallel direction to a scan direction with the existing target can thus be restricted.
