PROBLEM TO BE SOLVED: To provide a fraudulent intrusion detecting system judging a fraudulent intrusion by using an IP(interpersonal messaging) address table and a fraudulent intrusion judging rule table and automatically changing the setting of the IP address table and the fraudulent intrusion judging rule table. SOLUTION: An IP address table changing means 32 changes the IP address table 10 based on the operation result of a detecting rule executing means 31, a fraudulent intrusion judging rule table changing means 33 changes the fraudulent intrusion judging rule table 15, and a fraudulent intrusion judging rule executing means 20 judging a fraudulent intrusion by using these tables.
