PROBLEM TO BE SOLVED: To provide a dial-up connection system for providing an information service via a public network that enhances the security of the information service and the convenience of users. SOLUTION: In the dial-up connection system, consisting of a data terminal a12 of a user connected to a public network 10 and making a connection request a specific information service providing device 50 with dial information and an information service providing device 50, including a user connection unit 51 having a connection means with the public network 10 and a user authenticating means which authenticates the user of the interconnected data terminal a12, an external connection unit, having a user authentication means, is connected to a fixed position of the public network 10, the external connection unit 20 in dial-up connection to the data terminal a12 authenticates the user and makes dial-up connection to the user connection unit 51, so as to interconnect the data terminal a12 and the information service providing device 50.
