SOLUTION: Adhesive adheres on a surface of concrete 1 to form a bonding layer 2, substantially hemi-sphere of organic or inorganic spherical particulate 3 is embedded in the bonding layer 2 while the bonding layer 2 is not hardened, and substantially remaining hemi-sphere is uniformly exposed on the surface.
