PROBLEM TO BE SOLVED: To perform high performance encoding and decoding under a high encoding rate. SOLUTION: The encoder 1 comprises a parity check encoder 10 performing parity check encoding of input data, an interleaver 20 for reordering respective bits constituting data encoded by the parity check encoder 10, and an accumulator 30 performing convolution encoding of data delivered from the interleaver 20 by accumulation.
