PROBLEM TO BE SOLVED: To provide an incinerator for general wastes and an operating method therefor, which can be operated at a calorific value close to the design maximum calorific value of, and achieve stabilization of the steam generating rate of a waste heat boiler by controlling variation of the calorific value and stabilizing combustion. SOLUTION: A control unit 12 and a waste plastic supply device 13 are juxtaposed to a continuous stoker type general refuse incinerator of an ordinary structure. The control unit 12 carries out arithmetical processing to obtain the difference between the basic steam generating rate of non-industrial refuse, which has been derived from the design maximum calorific value per unit, and the detected value of the steam generating rate which has been derived by actually burning and heat exchanging the general refuse. The resultant value is converted into a calorific value difference and adjusted by the calorific value obtained by burning the waste plastic, and thus control is made so that the steam generating value becomes close to the basic steam generating value. Further, since the general refuse is burnt with the adjustment or fine adjustment by burning the waste plastic, gas can be stably burnt while maintaining the temperature within a given range, thereby ensuring stabilization of the steam generating rate of the waste heat boiler.
