PROBLEM TO BE SOLVED: To provide a fire retardant electrolyte with excellent fire retardancy without exerting a bad influence on electric performance, and a nonaqueous secondary call using the same. SOLUTION: For an electrolyte solution dissolving electrolyte salt in organic solvent, the fire retardant electrolyte solution is characterized by containing a specific cyclic phosphorus compound. The nonaqueous secondary cell uses above fire retardant electrolyte solution.
