PROBLEM TO BE SOLVED: To provide an energy-saving proposing system, with the reducible amounts in electricity charges on users which are estimated surely. SOLUTION: The energy-saving proposing system comprises a first load analyzing means 4, that reads out a minimum amount of used power from a user database 2 and calculates the amount of used fluctuating load power, a second load analyzing means 6 that reads out the maximum demanded power and the minimum demanded power of demanded powers for each month and calculates a demanded fluctuating load power, a possible reduction rate calculating means 8, that calculates a reduced sum of utility rate expressed as AT×CR×R1 and a reduced sum of base rate expressed as AD×CR×R0×12, a target reduce sum calculating means 12, that multiplies a total sum of electricity charges for one year by an electric charge reduction rate to calculate a target reduced sum of electric charge, and a judging means 10, that compares a total sum of possible reduction obtained by adding up the reduced sum of utility rate and the reduced sum of base rate with the target reduced sum, and if the total sum of possible reduction is equal to or greater than the target reduced sum, judges that energy-saving contract based on electricity charge reduction rate is possible. |
