PROBLEM TO BE SOLVED: To transfer a command in a short time. SOLUTION: Registers where commands are written corresponding to control modules and registers where occupation states and tree-shaped subordination relation are managed corresponding to the control modules are centralized and arranged. A control module to which a command should be transmitted is specified by referring to the registers where the occupation states and tree- shaped subordination relation are managed. Once the control module is specified, a command which is latched is written to the register where the mentioned command is written.
