PROBLEM TO BE SOLVED: To properly set an upper limit value of an opening preset value for setting opening of an ISC valve by adding an engine state. SOLUTION: An upper limit basic value IMAX is set on the basis of a cooling water temperature TW (S131). This upper limit basic value IMAX is set for preventing an idle speed from becomeing an overspeed when the duty ratio ISCON becomes unnecessarily large. Afterwards, a judgment is made that an air conditioner switch 89 is turned on (S132), and in an ON state, an upper limit basic value air conditioning correction ID1 is set by a preset value ISCBAC (ID1←ISCBAC: S133), and in an OFF state, the upper limit basic value air conditioning correction ID1 is set to 0 (ID1←0: S134). An upper limit value IMAXCL is set by adding the upper limit basic value air conditioning correction ID1 to the upper limit basic value IMAX(IMAXCL←IMAX+ID1: S135).
